GCS Issue Management is an international company specializing in campaign management, crisis management, issue management, media consultation, spokesmanship and public relations. We manage campaigns from start to finish-- beginning with several stages of research and formulation of strategy, through implementation of strategy and messaging in the various forms of media.
GCS was established in 1999 by topflight world specialists in campaign management: surveyor Stanley Greenberg, American political strategist James Carville, media specialist Bob Shrum and Israeli media advisor Tal Silberstein—hence the company name GCS (Greenberg, Carville, Shrum).
In the past decade, GCS has worked with some of the largest, most influential companies in the Israeli market and takes an active role in many of today’s most controversial issues in the areas of media, industry, infrastructure, energy, finances, education and health.
Our work is based largely on the working methodology of our founders, and has been developed and tested through numerous complex projects in Israel and around the world. GCS is a company that achieves results for its customers amid a competitive business environment, complex and populist regulations, and intense competition among the different media.
We provide simple and applicable solutions for complex problems, whether for intensive public campaigns, media crises, generating change or shaping public opinion.
